Take the mutton cut into medium sized pieces into a large bowl and mix half of the ginger-garlic paste. Add the black pepper, turmeric powder, milk and salt. Squeeze the juice from the lemon into the bowl and mix everything well. Let it marinate for 15 minutes.
Put half the oil (4 tbsp) into the pressure cooker and add the marinated mixture and 1/4 cup water. Let it cook till the first whistle (around 10 minutes).
In a large pot, pour the remaining oil and when the pot is hot enough, add the sliced onions and the remaining ginger-garlic paste till the onion starts getting a slight brownish tinge. Add the tomatoes. Mix. Add the jeera powder, garam masala and bay leaves. Pour in 1/2 cup of water.
Let it cook for 20 minutes on a low flame. Add coriander leaves as garnishing and serve hot.
